Not cut in pieces, frozen
Frozen whole poultry meat and edible offal, not cut
HSN 0207 42 00 (frozen whole poultry, not cut in pieces) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and mandatory foreign-manufacturer registration under the Food Safety and Standards Act, 2006, with Animal Quarantine and Certification Services (AQCS) Sanitary Import Permit clearance required concurrently. Import is restricted to 79 designated food-import ports, and premium duck meat under this code carries an additional Restricted-import overlay under DGFT Notification 78/2023.
- Import Licence from FSSAI
- Sanitary Import Permit from AQCS
- Health Certificate from AQCS
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade, Central Board of Indirect Taxes and Customs.
- 1Confirm the foreign manufacturing facility is registered with FSSAI under the mandatory high-risk-food foreign-manufacturer registration scheme before dispatch. Upload the FSSAI Import Licence (document code 911001) and the Specimen Copy of Label (document code 0110FS) in e-Sanchit at the bill of entry stage; out-of-charge will be withheld without these uploads.CBIC Instruction 30/2022-Cus dated 14-11-2022 · FSSAI order dated 10-10-2022
- 2Obtain the AQCS Sanitary Import Permit (document code 911DF1) and upload the Veterinary Health Certificate (document code 853AQ1) and Laboratory Report/Certificate of Analysis (document code 001AQ1) in e-Sanchit. Quote the e-Sanchit IRN of the Sanitary Import Permit on the bill of entry to obtain the AQCS NOC for CTIs listed in Annexure A of CBIC Circular 24/2022-Cus.CBIC Circular 24/2022-Cus dated 28-11-2022 · CBIC Instruction 09/2023-Cus dated 07-03-2023
- 3Route the consignment only through one of the 79 designated food-import ports per General Note 4(D) of Schedule I of the ITC (HS) 2022. For premium duck meat specifically, verify whether the consignment qualifies as a supply to 3-star-and-above operational hotels per Ministry of Tourism notifications; imports outside that supply chain are Restricted under DGFT Notification 78/2023 read with DOR Notification 13/2024-Cus dated 06-03-2024.CBIC Instruction 05/2023-Cus dated 08-02-2023 · DGFT Notification 78/2023 dated 16-03-2024 · DAHD OM No. L110109(3)/1/2016-Trade(E2625) dated 22-02-2024
The most overlooked trap on this tariff line is the dual-track import status: frozen whole poultry is generally Free, but premium duck meat falling under the same 8-digit code is Restricted unless channelled to eligible 3-star-and-above hotels under the Ministry of Tourism scheme. Importers who classify a duck-meat shipment as general poultry and file under the Free policy risk confiscation and DGFT-policy enforcement, because AQCS inspection at the designated port will identify the species and trigger the Restricted-import inquiry regardless of what the bill of entry declares.
