HSN 0207 41 00 (whole turkey carcasses, fresh or chilled, not cut in pieces) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and mandatory foreign-manufacturer registration under the Food Safety and Standards Act, 2006, with import restricted to 79 designated ports from 1 March 2023. Animal Quarantine and Certification Services (AQCS) Sanitary Import Permit clearance applies concurrently, and poultry imports are additionally regulated under S.O. 4118(E) dated 14-11-2019 issued by the Department of Animal Husbandry and Dairying under the Livestock Importation Act, 1898.

- 3Route the consignment exclusively through one of the 79 designated food-import ports notified under General Note 4(D) of Schedule I of the ITC (HS) 2022. The most frequent error on this tariff line is treating the FSSAI Import Licence as the sole clearance and overlooking the AQCS Sanitary Import Permit, the Veterinary Health Certificate (853AQ1), and the Laboratory Report (001AQ1) as independent parallel uploads — each with its own e-Sanchit document code. A consignment arriving with FSSAI clearance but without the AQCS IRN quoted on the bill of entry will be detained at the designated port regardless of the food-safety licence status, accumulating demurrage until all four mandatory document codes are verified in e-Sanchit.
