HSN 0207 25 00 (frozen whole poultry, not cut in pieces) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and mandatory foreign-manufacturer registration under the Food Safety and Standards Act, 2006, as a high-risk meat and poultry product. Animal Quarantine and Certification Services (AQCS) Sanitary Import Permit clearance applies concurrently under S.O. 4118(E) dated 14-11-2019, and consignments are permitted only through 79 designated food-import ports effective 01-03-2023.

- 2Obtain the AQCS Sanitary Import Permit (document code 911DF1) and upload the Health Certificate (document code 6360AQ), the Veterinary Health Certificate from the exporting country (document code 853AQ1), and the Laboratory Report or Certificate of Analysis (document code 001AQ1) in e-Sanchit. A bill of entry with even one missing document code fails e-Sanchit verification and triggers detention at the designated port; the Sanitary Import Permit IRN must be quoted explicitly to obtain the AQCS NOC, and this step cannot be rectified post-arrival as a labelling defect.
