HSN 0207 24 00 (fresh or chilled whole poultry, not cut in pieces) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and mandatory foreign-manufacturer registration under the Food Safety and Standards Act, 2006, with import permitted only through 79 designated high-risk food ports effective 1 March 2023. Animal Quarantine and Certification Services (AQCS) Sanitary Import Permit clearance applies concurrently under the Livestock Importation Act, 1898, as notified by S.O. 4118(E) dated 14 November 2019. The most common error on this tariff line is treating the FSSAI Import Licence as the sole clearance document and overlooking the layered AQCS obligations — Veterinary Health Certificate (853AQ1), Laboratory Reports/Certificate of Analysis (001AQ1), and Sanitary Import Permit IRN (911DF1) are each independent upload requirements under CBIC Circular 24/2022-Cus. A consignment arriving with a current FSSAI licence but missing any one AQCS document code in e-Sanchit will be detained at the designated port; demurrage and ground rent accrue immediately, and the AQCS NOC cannot be issued retrospectively without a fresh inspection.
