Compliance steps
  1. 1
Confirm the foreign manufacturing facility is registered with the Food Safety and Standards Authority of India under the mandatory high-risk-food registration scheme for meat and poultry products. The FSSAI Import Licence (document code 911001) must be uploaded in e-Sanchit before the bill of entry is filed; consignments from unregistered facilities will not be granted out-of-charge.
CBIC Instruction 30/2022-Cus dated 14-11-2022 · FSSAI order dated 10-10-2022
  2. 2
Upload in e-Sanchit all four mandatory AQCS and FSSAI documents: Specimen Copy of Label (0110FS), Health Certificate (6360AQ), Veterinary Health Certificate from the exporting country (853AQ1), and Laboratory Report/Certificate of Analysis (001AQ1). Quote the IRN of the AQCS-issued Sanitary Import Permit (document code 911DF1) on the bill of entry to obtain the AQCS NOC.
    CBIC Circular 24/2022-Cus dated 28-11-2022 · CBIC Instruction 09/2023-Cus dated 07-03-2023 · FSSAI order dated 18-11-2022 under F.No.Import/TFM/Apex/2022-FSSAI
  3. 3
Route the consignment exclusively through one of the 79 designated food-import ports listed in the CBIC Instruction 05/2023-Cus Annexure, in compliance with General Note 4(D) of Schedule I of the ITC (HS) 2022. Verify that poultry import conditions under S.O. 4118(E) dated 14-11-2019 are met before vessel departure; arrival at a non-designated port renders the consignment liable to detention and re-export.
    CBIC Instruction 05/2023-Cus dated 08-02-2023 · S.O. 4118(E) dated 14-11-2019 · General Note 4(D), ITC (HS) Schedule I, 2022
A word of counsel

The single most common error on this tariff line is presenting the FSSAI Import Licence and treating AQCS clearance as a secondary formality. The Sanitary Import Permit (911DF1), the Veterinary Health Certificate (853AQ1), and the Laboratory Report/Certificate of Analysis (001AQ1) are each independently mandatory and must be uploaded in e-Sanchit before the bill of entry reaches the customs officer; absence of any one of these documents results in detention at the designated port, and the rectifiable-labelling concession does not cure a missing PGA clearance.

Frequently asked
Does HSN 0207 13 00 require BIS certification?
No, fresh or chilled poultry cuts and offal are not within the BIS Quality Control Order regime. Import is governed by the Food Safety and Standards Authority of India under the Food Safety and Standards Act, 2006, with a concurrent Animal Quarantine and Certification Services Sanitary Import Permit, poultry-specific controls under S.O. 4118(E), and the 79-designated-port restriction operative from 01-03-2023.
How many document codes must be uploaded in e-Sanchit for this tariff line?
Five document codes are required: FSSAI Import Licence (911001), Specimen Copy of Label (0110FS), Health Certificate (6360AQ), Veterinary Health Certificate (853AQ1), and Laboratory Report/Certificate of Analysis (001AQ1); the IRN of the AQCS Sanitary Import Permit (911DF1) must also be quoted on the bill of entry to obtain the AQCS NOC.
Does the poultry-specific S.O. 4118(E) impose requirements beyond the standard FSSAI and AQCS clearances?
Yes. S.O. 4118(E) dated 14-11-2019, issued under Sections 3 and 3A of the Livestock Importation Act, 1898, imposes a distinct regulatory layer for poultry and poultry products that must be satisfied in addition to FSSAI and AQCS clearances; non-compliance with S.O. 4118(E) is an independent ground for detention or confiscation under the Livestock Importation Act.
