Fresh, chilled or frozen boneless sheep and goat meat
HSN 0204 23 00 (Boneless meat of sheep or goats, fresh, chilled or frozen) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and mandatory foreign-manufacturer registration under the Food Safety and Standards Act, 2006. Animal Quarantine and Certification Services (AQCS) Sanitary Import Permit clearance applies concurrently, and consignments are permitted only through 79 designated food-import ports effective 1 March 2023.

- 2Upload in e-Sanchit the Veterinary Health Certificate issued by the exporting country (document code 853AQ1) and the Laboratory Report or Certificate of Analysis (document code 001AQ1). The most common error on this tariff line is treating the FSSAI Import Licence as the sole clearance and arriving at port without the AQCS Sanitary Import Permit IRN quoted on the bill of entry. The Sanitary Import Permit (911DF1) is a separate AQCS-issued document independent of the FSSAI food-safety clearance; consignments presenting only the FSSAI licence are detained at the designated port, attracting demurrage and cold-chain ground rent until the AQCS NOC is obtained. The Veterinary Health Certificate (853AQ1) and Certificate of Analysis (001AQ1) must also be uploaded before out-of-charge, not tendered as post-clearance rectifications.
