Carcasses and half-carcasses of lamb, fresh or chilled
Fresh or chilled lamb carcasses and half-carcasses
HSN 0204 10 00 (Carcasses and half-carcasses of lamb, fresh or chilled) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and mandatory foreign-manufacturer registration under the Food Safety and Standards Act, 2006, as a high-risk meat product. Animal Quarantine and Certification Services (AQCS) Sanitary Import Permit clearance, a Veterinary Health Certificate, and a Laboratory Report/Certificate of Analysis are required as concurrent overlays. Import is permitted only through 79 designated food-import ports with effect from 1 March 2023.
- Import Licence from FSSAI
- Sanitary Import Permit from AQCS
- Veterinary Health Certificate from AQCS
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade, Central Board of Indirect Taxes and Customs.
- 1Confirm that the foreign manufacturing facility is registered with the Food Safety and Standards Authority of India under the high-risk meat-and-meat-products category. Upload the FSSAI Import Licence (document code 911001) and Specimen Copy of Label (document code 0110FS) in e-Sanchit before filing the bill of entry.CBIC Instruction 30/2022-Cus dated 14-11-2022 · FSSAI order dated 10-10-2022
- 2Obtain from the exporting country's competent authority a Veterinary Health Certificate (document code 853AQ1) and a Laboratory Report/Certificate of Analysis (document code 001AQ1), and upload both in e-Sanchit. Quote the e-Sanchit IRN of the AQCS Sanitary Import Permit (document code 911DF1) and the Health Certificate (document code 6360AQ) on the bill of entry to obtain the AQCS NOC before out-of-charge.CBIC Circular 24/2022-Cus dated 28-11-2022 · CBIC Instruction 09/2023-Cus dated 07-03-2023 · FSSAI order dated 18-11-2022 under F.No.Import/TFM/Apex/2022-FSSAI
- 3Route the consignment through one of the 79 designated food-import ports notified under General Note 4(D) of Schedule I of the ITC (HS) 2022. Verify label compliance against the FSSAI rectifiable-labelling regime; consignments with uncorrected labelling defects are detained pending rectification.CBIC Instruction 05/2023-Cus dated 08-02-2023 · CBIC Instruction 10/2022-Cus dated 28-06-2022 · FSSAI Letter 1828/Misc Matters/FSSAI/Imports-2021 dated 17-06-2022
The most frequent error on this tariff line is conflating the FSSAI Import Licence with the full set of AQCS clearances: the Veterinary Health Certificate (853AQ1) and the Laboratory Report/COA (001AQ1) are separate e-Sanchit uploads that the AQCS NOC process checks independently of the FSSAI food-safety clearance. A consignment arriving at a designated port with all FSSAI documents in order but a missing or misquoted AQCS IRN will be detained until the Sanitary Import Permit IRN is correctly linked — accruing demurrage and ground rent on perishable fresh lamb.
