    Upload the Veterinary Health Certificate issued by the exporting country (document code 853AQ1) and the Laboratory Report or Certificate of Analysis (document code 001AQ1) in e-Sanchit. Quote the e-Sanchit IRN of the AQCS Sanitary Import Permit (document code 911DF1) on the bill of entry; this IRN is mandatory to obtain the AQCS NOC for CTIs listed in Annexure A of Circular 24/2022-Cus.

    Route the consignment exclusively through one of the 79 designated food-import ports listed in the CBIC Instruction 05/2023-Cus Annexure. Ensure labelling compliance with the FSSAI rectifiable-labelling regime; consignments routed through an undesignated port are liable to detention and re-export under General Note 4(D) of Schedule I of the ITC (HS) 2022.

A word of counsel

The most common error on this tariff line is treating the FSSAI Import Licence as sufficient clearance and overlooking the three independent AQCS document requirements — Veterinary Health Certificate (853AQ1), Certificate of Analysis (001AQ1), and Sanitary Import Permit IRN (911DF1) — each of which maps to a separate Annexure A slot in Circular 24/2022-Cus. A consignment that arrives with all FSSAI documents in order but without the 911DF1 IRN quoted on the bill of entry will be detained at the designated port pending AQCS NOC, accruing demurrage and ground rent that the rectifiable-labelling carve-out does not relieve.
