HSN 0106 33 00 (Ostriches; emus) is subject to Animal Quarantine and Certification Services (AQCS) veterinary quarantine clearance and the Wildlife Crime Control Bureau (WCCB) CITES permit regime as concurrent primary regulators. Import is Restricted under the ITC (HS) policy administered by the Directorate General of Foreign Trade (DGFT) subject to Policy Condition 6 of Chapter 01.

The most common error on this tariff line is treating the AQCS veterinary clearance as sufficient and overlooking the CITES Certificate, which is an independent WCCB-administered requirement for ratite birds. A consignment arriving with complete veterinary documentation but without the CITES Certificate (document code 626000) uploaded in e-Sanchit will be detained at the port of entry; the CITES instrument must be obtained from the exporting country's CITES Management Authority before shipment, and retrospective procurement after vessel arrival is not practicable.
