HSN 0106 11 00 (Primates) is subject to Animal Quarantine and Certification Services (AQCS) veterinary quarantine clearance and Wildlife Crime Control Bureau (WCCB) CITES permitting as concurrent primary regulatory requirements. The tariff line is Restricted under the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT) subject to Policy Condition No. 6 of Chapter 01.

- 2Secure AQCS veterinary quarantine clearance and upload the Veterinary Quarantine Certificate (document code 629000) and the Veterinary Health Certificate issued by the exporting country (document code 853AQ1) in e-Sanchit before out-of-charge. The Laboratory Reports or Certificate of Analysis must also be uploaded under document code 001AQ1 per Annexure A (Sl. No. 2) of Circular No. 24/2022-Cus.CBIC Circular 24/2022-Cus dated 28-11-2022 · Annexure A Sl. No. 1 and Sl. No. 2
The most common error on this tariff line is treating the AQCS veterinary quarantine clearance as the sole PGA gate and overlooking the CITES import permit, which is independently required by WCCB. A consignment that arrives with a current Veterinary Health Certificate but without a valid CITES Certificate faces detention, potential confiscation, and criminal liability — veterinary clearance does not substitute for, and does not sequence after, CITES compliance.
