Psittaciformes (including parrots, parakeets, macaws and cockatoos)
Live psittaciformes (parrots, parakeets, macaws, cockatoos)
HSN 0106 32 00 (Psittaciformes) is subject to Animal Quarantine and Certification Services (AQCS) veterinary quarantine clearance and Wildlife Crime Control Bureau (WCCB) CITES permit requirements, with the tariff line classified as Restricted under ITC (HS) policy condition 6 of Chapter 01 administered by the Directorate General of Foreign Trade (DGFT). A CITES Certificate and Veterinary Quarantine Certificate must be uploaded in e-Sanchit before customs out-of-charge.
- CITES Certificate from WCCB
- Veterinary Quarantine Certificate from AQCS
- Veterinary Health Certificate from exporting country
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Secure a valid CITES Certificate (document code 626000) issued under the Convention on International Trade in Endangered Species and upload it in e-Sanchit before filing the bill of entry. All Psittaciformes are CITES-listed species; import without a current CITES Certificate constitutes a Wildlife Crime Control Bureau enforcement violation.ITC (HS) policy condition 6 of Chapter 01 · CBIC Circular 24/2022-Cus dated 28-11-2022
- 2Upload the Veterinary Quarantine Certificate (document code 629000) issued by AQCS and the Veterinary Health Certificate from the exporting country (document code 853AQ1) in e-Sanchit. The Proper Officer verifies all mandatory documents before granting out-of-charge on PGA-facilitated bills.CBIC Circular 24/2022-Cus dated 28-11-2022 · Annexure A (SL.NO 1)
- 3Upload the Laboratory Report or Certificate of Analysis (document code 001AQ1) for the consignment as required for the CTIs listed in Annexure A (SL.NO 2) of CBIC Circular 24/2022-Cus. Confirm compliance with ITC (HS) policy condition 6 of Chapter 01 before consignment dispatch.CBIC Circular 24/2022-Cus dated 28-11-2022 · Annexure A (SL.NO 2)
The most common error on this tariff line is treating the AQCS veterinary clearance as the only gate and overlooking that every Psittaciformes species is CITES-listed — the CITES Certificate is a mandatory concurrent document, not an optional overlay. A consignment arriving with a valid Veterinary Quarantine Certificate but no CITES Certificate will be detained by WCCB; the birds cannot be re-exported without separate CITES re-export authorisation, and confiscation under the Wildlife Protection Act, 1972 is a live enforcement outcome.
