HSN 0106 19 00 (Other live animals) is subject to Animal Quarantine and Certification Services (AQCS) veterinary quarantine clearance under the Live-stock Importation Act, 1898, and to Wildlife Crime Control Bureau (WCCB) CITES permit requirements where the species is listed under the Convention on International Trade in Endangered Species. The tariff line is Restricted under the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), subject to Policy Condition No. 6 of Chapter 01.

The most common error on this tariff line is failing to distinguish the species-specific CITES overlay from the baseline AQCS veterinary quarantine requirement — both must be satisfied independently before out-of-charge, and a CITES Certificate does not substitute for the Veterinary Health Certificate or Laboratory Report. Importers of pet dogs and cats must also confirm the port of entry against the DAHD-notified list before vessel or aircraft departure; diversion to a non-notified port renders the quarantine clearance inapplicable and exposes the consignment to detention and potential confiscation under the Live-stock Importation Act, 1898.
