The most common error on this tariff line is treating the AQCS Veterinary Quarantine Certificate as the sole PGA clearance and overlooking the independent CITES obligation administered by the Wildlife Crime Control Bureau. WCCB and AQCS clearances are parallel, not sequential — a consignment held for a missing CITES Certificate (document code 626000) cannot be released on the strength of a valid AQCS NOC alone, and detention pending CITES regularisation accrues demurrage and ground rent that are not recoverable from either PGA.
