What the order does
S.O. 1722(E), issued on 2 April 2026, inserts a proviso into paragraph 2 of the Morpholine (Quality Control) Order, 2020, suspending the conformance requirement under that order for a fixed three-month period. The original QCO S.O. 1893(E) dated 16 June 2020, remains on the books; only its operation is paused.
The government’s stated basis is global supply chain disruption affecting morpholine availability. The suspension is framed as a measure to ensure continued supply to domestic industries that depend on morpholine as a chemical input.
What morpholine is and who this affects
Morpholine is an industrial chemical used primarily as a solvent and as a chemical intermediate in the manufacture of rubber accelerators, optical brighteners, pharmaceuticals, agrochemicals, and corrosion inhibitors. It also appears as a surface treatment agent for fruits and waxes.
The QCO applies to manufacturers and importers of morpholine as a product. Industries that use morpholine as a raw material input rather than trading it as a finished product are indirectly affected: a suspension eases access to supply, which is the point of this notification.
The window: 1 April to 1 July 2026
During this period: morpholine may be manufactured, imported, and sold in India without conformance to the BIS Indian Standard under the QCO. A valid BIS licence is not required for this product for the duration of the suspension.
From 2 July 2026: the QCO resumes full operation. Morpholine moving in trade after that date must conform to the applicable Indian Standard and the licence requirements of the QCO. The suspension does not extend automatically and no successor notification has been issued as of this update.
