All goods originating in or exported from Pakistan
HSN 9806 00 00 covers all goods originating in or exported from the Islamic Republic of Pakistan and is subject to a total prohibition on direct or indirect import and transit administered by the Directorate General of Foreign Trade (DGFT) under DGFT Notification 06/2025-26 dated 02-05-2025. The Central Board of Indirect Taxes and Customs (CBIC) operationalised the prohibition at the border through CBIC Instruction 07/2025-Cus dated 03-05-2025. Any exception requires prior approval of the Government of India.

- 1Do not file a bill of entry for any goods originating in or exported from Pakistan without prior Government of India approval. The prohibition is product-agnostic and origin-triggered: the governing criterion is whether goods originate in or were exported from Pakistan, not their tariff classification or whether they would otherwise be freely importable. Indirect routing — transshipment through a third country — does not cure the prohibition, and consignments found in transit are equally barred. Detention, confiscation, and prosecution under the Customs Act, 1962 are the operative enforcement outcomes; there is no self-clearance pathway absent prior Government of India approval.
