- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 16725:2018. Verify the supplier's CM/L number, licensed product scope, and manufacturing facility address on the BIS online register before placing the purchase order.Protective Textiles (Quality Control) Order, 2022 · S.O. 1707(E) dated 10-04-2023
- 2Ensure each article bears the ISI mark and the supplier's CM/L number in accordance with Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. The standard mark must appear on the product itself, not on packaging alone.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · Protective Textiles (Quality Control) Order, 2022
- 3Obtain the requisite user licence from the competent authority under the Arms Act, 1959 before import. This licence is a condition of the ITC (HS) import policy and must be in hand before the consignment is shipped.S.O. 667(E) dated 12-09-1985 · S.O. 831(E) dated 02-08-2002 · Arms Act, 1959
- 4Quote the supplier's BIS CM/L number and the MHA-issued user licence reference on the bill of entry. Customs verifies both independently; either being absent, expired, or scope-mismatched triggers consignment detention. Import of arms and related material originating from Iraq is absolutely prohibited under Chapter 93 policy condition 5.S.O. 667(E) dated 12-09-1985 · S.O. 831(E) dated 02-08-2002 · ITC (HS) Policy Condition 5 to Chapter 93
The acutest risk on this tariff line is the product-scope mismatch between the HSN description and the IS 16725:2018 standard as cited in the CCR: the CCR records IS 16725:2018 as applicable to a Tactical 3 Point Sling — a textile accessory — not to a shotgun barrel as such. Importers who rely on the HSN description alone and source a CM/L against IS 16725:2018 expecting it to cover metallic barrel components will find the licensed scope does not extend to the physical barrel, triggering detention for non-conforming goods. Verify with BIS and the supplier in writing that the specific article being imported falls within the exact licensed product scope before shipment.
