The most common error on this tariff line is treating the Restricted status as an ordinary licence-obtainable condition without recognising that the Iraq prohibition under Policy Condition 5 is absolute — no licence, end-use certificate, or government-to-government arrangement overrides it. Importers must also ensure that the documentary basis for Policy Conditions 1 and 2 is complete before the bill of entry is filed; a post-arrival rectification application does not suspend detention, and demurrage and ground rent continue to accrue throughout.
