Tankers for the transport of goods by sea

The most common error on this tariff line is assuming that compliance with one or two of the five Chapter 89 policy conditions satisfies the full ITC (HS) requirement. Each of Policy Conditions 1 through 5 is an independent obligation, and a bill of entry that is silent on even one condition is treated as non-compliant, exposing the vessel to detention at port and, where the breach is material, to confiscation proceedings under the Customs Act, 1962.
