Compliance steps
  1. 1
Determine the nature of the goods at the bill of entry: standalone drone components are importable as Free without any authorisation. If the consignment contains drones in CBU, SKD, or CKD form, import is Prohibited unless the importer holds a DGFT import authorisation issued in consultation with the concerned line ministry.

  2. 2
If importing under the permitted exceptions — government entity, central or state government-recognised educational institution, government-recognised R&D entity, drone manufacturer for R&D, or defence and security use — obtain the DGFT import authorisation before filing the bill of entry and upload it in e-Sanchit.

A word of counsel

The most common error on this tariff line is misclassifying a drone in SKD or CKD form as 'components' to claim Free status. CBU, SKD, and CKD configurations are each explicitly Prohibited under Policy Condition No. 03 unless an import authorisation has been issued by DGFT; a consignment detained at the port of entry as a Prohibited import is liable to seizure and confiscation, and the absence of a prior authorisation is not rectifiable post-arrival.

Frequently asked
Does HSN 8807 90 00 require BIS certification?
No, this tariff line is not subject to any BIS Quality Control Order. Import is governed by the ITC (HS) import policy administered by the Directorate General of Foreign Trade under Chapter 88 Policy Condition No. 03, with drone components free and CBU/SKD/CKD drones Prohibited except under DGFT authorisation.
Are reconditioned or second-hand parts of aircraft under headings 8801 and 8802 permitted?
Yes. Reconditioned and second-hand parts of goods of headings 8801 and 8802 are importable as Free under the ITC (HS) policy; no separate authorisation is required for such parts.
Does the Prohibited status for drones apply to a drone manufacturer importing in CKD form for R&D?
A drone manufacturer importing in CKD form for R&D is within the permitted exception under Policy Condition No. 03, but import remains subject to a DGFT import authorisation issued in consultation with the concerned line ministry — the Prohibited classification is not lifted without that prior authorisation.
