HSN 8807 90 00 (Other parts of goods of headings 8801, 8802 and 8806) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT) under Chapter 88 Policy Condition No. 03. Drone components are importable as Free, but import of drones in Completely-Built-Up, Semi-Knocked-Down, or Completely-Knocked-Down form is Prohibited except for government entities, R&D institutions, defence and security purposes — each requiring a DGFT import authorisation.
- Import authorisation from DGFT
- End-use declaration to CBIC
- Policy condition compliance from DGFT
- 1Determine the nature of the goods at the bill of entry: standalone drone components are importable as Free without any authorisation. If the consignment contains drones in CBU, SKD, or CKD form, import is Prohibited unless the importer holds a DGFT import authorisation issued in consultation with the concerned line ministry.DGFT Notification 54/2015-20 dated 09-02-2022 · ITC (HS) Chapter 88 Policy Condition No. 03
- 2If importing under the permitted exceptions — government entity, central or state government-recognised educational institution, government-recognised R&D entity, drone manufacturer for R&D, or defence and security use — obtain the DGFT import authorisation before filing the bill of entry and upload it in e-Sanchit.DGFT Notification 54/2015-20 dated 09-02-2022 · ITC (HS) Chapter 88 Policy Condition No. 03 clauses (i) and (ii)
The most common error on this tariff line is misclassifying a drone in SKD or CKD form as 'components' to claim Free status. CBU, SKD, and CKD configurations are each explicitly Prohibited under Policy Condition No. 03 unless an import authorisation has been issued by DGFT; a consignment detained at the port of entry as a Prohibited import is liable to seizure and confiscation, and the absence of a prior authorisation is not rectifiable post-arrival.
