Non-powered balloons and dirigibles for aviation use
HSN 8801 00 20 (Balloons) is subject to a Restricted import policy under the ITC (HS) schedule administered by the Directorate General of Foreign Trade (DGFT), with import permitted freely only where the consignment qualifies as Sports Goods or Equipment. For aviation-use balloons and dirigibles, a No Objection Certificate for import of aircraft (document code 911DA3) must be uploaded in e-Sanchit before customs out-of-charge.

The critical classification trap on this tariff line is the sports-goods carve-out: importers routinely claim the Free-import pathway for recreational or hobby balloons without documentary evidence that the goods meet the Sports Goods or Equipment criterion. Customs proper officers are instructed to verify the 911DA3 upload on PGA-facilitated bills not routed through the PGA for NOC; a missing or inapplicable NOC results in consignment detention and ground rent accumulation pending regularisation.
