HSN 8801 00 10 (Gliders and hang gliders) is subject to a Restricted-import policy administered by the Directorate General of Foreign Trade (DGFT) under the ITC (HS) Schedule, with a carve-out permitting free import when the goods are classified as sports goods or equipment. The most common error on this tariff line is assuming that gliders and hang gliders are universally free to import because of the sports-goods carve-out. The carve-out is classification-dependent: the importer must affirmatively establish that the specific article constitutes sports goods or equipment at the bill-of-entry stage. A glider imported for commercial aviation or air transport purposes without the 911DA3 NOC uploaded in e-Sanchit will be detained, and the proper officer has no discretion to grant out-of-charge until the document is verified.
