HSN 8607 99 90 (Other parts of railway or tramway locomotives or rolling-stock) is subject to compulsory advance registration under the Steel Import Monitoring System (SIMS) per Policy Condition 2 of Chapter 86 and DGFT Notification 33/2015-20 dated 28-09-2020. The Directorate General of Foreign Trade (DGFT) administers the SIMS portal, through which an automatic registration number must be obtained before the consignment arrives at the Indian port.

The most common error on this tariff line is assuming that the SIMS obligation does not apply because the goods are railway components rather than raw steel — SIMS registration is mandated at the CTI level under Policy Condition 2 of Chapter 86 regardless of the form or end-use of the steel content. The two narrow carve-outs (re-import of goods of steel for packaging only, and DTA-SEZ round-trips whether with or without value addition) are explicit exceptions; any consignment outside those parameters requires a valid registration number before customs out-of-charge, and a missing SIMS number will result in consignment detention at the port.
