Compliance steps
  1. 1

  2. 2
Present the SIMS automatic registration number at the bill-of-entry stage. Note that the former requirement of a minimum 15-day advance registration window before arrival has been abolished; only the 60-day outer window and 75-day validity period apply.

A word of counsel

The most common error on this tariff line is assuming that the SIMS obligation does not apply because the goods are railway components rather than raw steel — SIMS registration is mandated at the CTI level under Policy Condition 2 of Chapter 86 regardless of the form or end-use of the steel content. The two narrow carve-outs (re-import of goods of steel for packaging only, and DTA-SEZ round-trips whether with or without value addition) are explicit exceptions; any consignment outside those parameters requires a valid registration number before customs out-of-charge, and a missing SIMS number will result in consignment detention at the port.
