Parts of tramway, locomotives and running stock
Railway and tramway locomotive and rolling-stock parts
HSN 8607 99 20 (Parts of tramway, locomotives and running stock) requires compulsory registration under the Steel Import Monitoring System (SIMS) as a customs overlay, per Policy Condition 2 of Chapter 86 and DGFT Notification 33/2015-20 dated 28-09-2020. The Directorate General of Foreign Trade (DGFT) administers the ITC (HS) import policy for this tariff line. Importers must obtain an automatic SIMS registration number by submitting advance information online and paying the prescribed registration fee of ₹500.
- SIMS registration number from DGFT
- ITC (HS) policy compliance from DGFT

- 1Register the import consignment on the SIMS online portal and obtain an automatic registration number by paying the fee of ₹500. The application may be submitted no earlier than the 60th day before the expected date of arrival; the registration number remains valid for 75 days from grant.DGFT Notification 28/2023 dated 28-08-2023 · DGFT Notification 19/2015-20 dated 07-07-2022 · Policy Condition 2 of Chapter 86
- 2Verify whether the specific import qualifies for an SIMS exemption before filing. Re-imports of steel for packaging purposes only, and DTA-SEZ-DTA movements whether with or without value addition, are not required to register under SIMS per the DGFT clarification.DGFT Policy Circular 38/2015-20 dated 19-01-2022 · DGFT Notification 33/2015-20 dated 28-09-2020
The most common error on this tariff line is applying for SIMS registration too close to the vessel's estimated arrival. Although the minimum 15-day advance-registration requirement has been abolished per DGFT Notification 19/2015-20, the 75-day validity window is fixed from the date of grant — not from the date of arrival — so a registration obtained too early will lapse before the consignment clears, triggering detention at the port of entry and requiring a fresh application.
