Railway coupling devices, buffers and parts thereof
HSN 8607 30 90 (Other hooks, coupling devices, buffers and parts thereof for railway or tramway rolling-stock) is subject to compulsory registration under the Steel Import Monitoring System (SIMS) administered by the Directorate General of Foreign Trade (DGFT) under Policy Condition 2 of Chapter 86. Importers must obtain an automatic SIMS registration number before the consignment arrives, with a registration fee of ₹500 and a validity window of 75 days.

The most common error on this tariff line is misreading the 60-day advance-application window as a minimum lead-time requirement. The prior mandatory minimum of 15 days' advance registration before arrival has been abolished by DGFT Notification 19/2015-20 dated 07-07-2022; however, the 75-day validity cap on the registration number means that applications filed too early will expire before the vessel berths, leaving the consignment without a valid SIMS number at the bill-of-entry stage and triggering detention.
