Covered and closed railway goods wagons, non-self-propelled
HSN 8606 91 90 (covered and closed railway goods wagons) is subject to compulsory registration under the Steel Import Monitoring System (SIMS) administered by the Directorate General of Foreign Trade (DGFT) under Policy Condition no. 2 of Chapter 86, as notified by DGFT Notification 33/2015-20 dated 28-09-2020. The most common error on this tariff line is filing the bill of entry without a valid, unexpired SIMS registration number. The automatic registration is valid for only 75 days; a consignment that arrives after expiry of that window requires a fresh application and delays out-of-charge, accumulating demurrage and ground rent. The earlier mandatory minimum 15-day pre-arrival window has been abolished, but the 60-day application ceiling and the 75-day validity window remain in force under DGFT Notification 28/23.
