Waste and scrap of cermets (cermet scrap)
HSN 8113 00 20 (Waste and scrap of cermets) is classified as Restricted under the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), and clearance is permitted only at specified ports and locations subject to the conditions in Para 2.54 of the Handbook of Procedures. A Pre-Shipment Inspection Certificate (PSIC) generated through the DGFT online system is mandatory, and the consignment is additionally subject to the Hazardous Waste (Management and Transboundary Movement) Rules, 2016.

The most common error on this tariff line is assuming that PSIC exemption for safe-country origins is unconditional. The exemption applies only when the consignment arrives through a DGFT-notified specified port; imports of cermet scrap from a safe country through a non-specified port remain subject to the full PSIC requirement. Additionally, the Hazardous Waste Rules overlay is frequently overlooked — missing Forms 2, 6, 7 or 9 at the bill-of-entry stage will trigger consignment detention independently of PSIC compliance.
