Unwrought minor metals, waste, scrap and powders
HSN 8112 92 00 (Unwrought; waste and scrap; powders of beryllium, chromium, hafnium, rhenium, thallium, cadmium, germanium, vanadium, gallium, indium and niobium) is classified as Restricted under the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with import conditional on compliance with Para 2.32 of the Foreign Trade Policy and Para 2.54 and 2.55 of the Handbook of Procedures. A Pre-Shipment Inspection Certificate (PSIC) generated through the DGFT online system is mandatorily required for both shredded and non-shredded metal scrap, and clearance is permitted only at specified ports and locations.

- 3Where the import comprises waste or scrap, ensure compliance with Rules 11, 12 and 13 of the Hazardous Waste (Management and Transboundary Movement) Rules, 2016, and furnish valid Forms 2, 6, 7 and 9 together with the documents listed in Schedules III, VI and VIII of those Rules. The most common error on this tariff line is relying on a PSIC that was issued on or after 1 July 2022 but generated outside the DGFT online portal — such certificates are rejected at the port and the consignment is detained pending a conforming PSIC, accruing demurrage and ground rent. The safe-country exemption from the PSIC requirement applies only when the specified-port condition is also satisfied simultaneously; importers who rely on the safe-country carve-out while routing through a non-specified port face both PSIC non-compliance and a port-restriction contravention under Para 2.54 of the Handbook of Procedures.
