Route metal scrap consignments only through specified ports and locations notified under Para 2.54 of the Handbook of Procedures. Consignments from safe countries or regions imported through specified ports are exempt from the PSIC requirement; all other origins must comply with the PSIC and radioactive-contamination SOP per DGFT Public Notice 37/2015-20 dated 15-11-2021.

Where the goods constitute hazardous waste, comply with Rules 11, 12 and 13 of the Hazardous Waste (Management and Transboundary Movement) Rules, 2016 and submit valid Forms 2, 6, 7 and 9 along with the bill of entry. Verify applicability of Schedules III, VI and VIII of those Rules for the specific metal waste stream. Note that import of cadmium powder is separately Restricted and requires a DGFT licence.

The predominant error on this tariff line is treating the Free import status of the 8-digit residual as universal, overlooking the Restricted-import carve-out for cadmium powder and the mandatory PSIC regime for scrap consignments.
