PSICs dated on or after 1 July 2022 that are not generated through the DGFT online system will not be accepted by Indian Customs; upload the PSIC in e-Sanchit under document code 856001 before filing the bill of entry.

    Route metal scrap consignments only through specified ports and locations notified under Para 2.54 of the Handbook of Procedures. Consignments from safe countries or regions imported through specified ports are exempt from the PSIC requirement; all other origins must comply with the PSIC and radioactive-contamination SOP per DGFT Public Notice 37/2015-20 dated 15-11-2021.

    Where the goods constitute hazardous waste, comply with Rules 11, 12 and 13 of the Hazardous Waste (Management and Transboundary Movement) Rules, 2016 and submit valid Forms 2, 6, 7 and 9 along with the bill of entry. Verify applicability of Schedules III, VI and VIII of those Rules for the specific metal waste stream. Note that import of cadmium powder is separately Restricted and requires a DGFT licence.

A word of counsel

The predominant error on this tariff line is treating the Free import status of the 8-digit residual as universal, overlooking the Restricted-import carve-out for cadmium powder and the mandatory PSIC regime for scrap consignments. A PSIC generated outside the DGFT online system — even a physically signed certificate from an accredited agency — will be rejected at customs out-of-charge, triggering consignment detention and demurrage. Where any portion of the shipment constitutes hazardous waste, the Hazardous Waste Rules 2016 Forms regime applies independently of and in addition to the scrap-PSIC requirement.
