Cadmium, unwrought; Powders
Cadmium unwrought and cadmium powders
HSN 8112 69 10 (Cadmium, unwrought; Powders) is subject to a split import-policy regime administered by the Directorate General of Foreign Trade (DGFT): unwrought cadmium is Free under the ITC (HS) import policy, while cadmium powder is Restricted under DGFT Notification 20/2015-20 dated 07-07-2022. Consignments of cadmium scrap or waste additionally require compliance with Para 2.54 of the Handbook of Procedures, Pre-Shipment Inspection Certificate (PSIC) upload in e-Sanchit, and adherence to radioactive-contamination screening protocols.
- Pre-Shipment Inspection Certificate from DGFT-recognised PSIA
- Restricted-import authorisation from DGFT
- ITC (HS) policy compliance declaration to CBIC
- 1Determine which sub-category is being imported before filing the bill of entry: unwrought cadmium is Free under the ITC (HS) policy, but cadmium powder is Restricted and requires a DGFT import authorisation. Filing under the Free sub-category for a Restricted cadmium-powder consignment attracts misdeclaration enforcement.ITC (HS) import policy, CTI 8112 69 10 · DGFT Notification 20/2015-20 dated 07-07-2022
- 2For cadmium scrap or waste, obtain a Pre-Shipment Inspection Certificate from a DGFT-recognised Pre-Shipment Inspection Agency, generated mandatorily through the DGFT online system. Upload the PSIC in e-Sanchit under document code 856001 before customs out-of-charge; PSICs dated on or after 01-07-2022 not generated via the DGFT online portal will not be accepted by Indian Customs.DGFT Trade Notice 03/2022-23 dated 26-04-2022 · DGFT Public Notice 64/2015-20 dated 19-02-2020 · DGFT Public Notice 46/2015-20 dated 14-01-2022 · Para 2.54 of HBP
- 3Ensure compliance with the random radioactive-contamination screening SOP for all imported metal-scrap consignments, and confirm the consignment is routed through a port/location specified under Para 2.54 and 2.55 of the Foreign Trade Policy. For waste-category imports, verify compliance with Rules 11, 12 and 13 of the Hazardous Waste (Management and Transboundary Movement) Rules, 2016, and ensure Forms 2, 6, 7 and 9 and Schedules III, VI and VIII documentation are available for customs verification.DGFT Public Notice 37/2015-20 dated 15-11-2021 · Hazardous Waste (Management and Transboundary Movement) Rules, 2016, Rules 11, 12 and 13 · Para 2.32 of FTP · Para 2.54 and 2.55 of FTP Procedure
The most consequential error on this tariff line is treating the entire 8112 69 10 entry as Free and not identifying that cadmium powder — as opposed to unwrought cadmium — carries Restricted status under DGFT Notification 20/2015-20. A consignment of cadmium powder cleared without the mandatory Restricted-import authorisation is liable to confiscation and monetary penalty under the Foreign Trade (Development and Regulation) Act, 1992, regardless of whether the PSIC formalities are otherwise complete. Confirm the precise form of the goods against the sub-category descriptions before purchase-order placement.
