Compliance steps
  1. 1
Obtain a PSIC generated mandatorily through the DGFT online portal by a recognised Pre-Shipment Inspection Agency (PSIA). PSICs dated on or after 1 July 2022 not generated through the DGFT online system will not be accepted by Indian Customs. Upload the PSIC under document code 856001 in e-Sanchit before filing the bill of entry.

  2. 2
Route the consignment through a specified port or location notified under Para 2.54 of the Handbook of Procedures (HBP) and ensure compliance with Paras 2.32, 2.54, and 2.55 of the Foreign Trade Policy. Consignments arriving at unspecified ports are liable to detention; importers of un-shredded scrap (HMS-I and HMS-II) must additionally follow procedures in DGFT PN 38/2015-2020 dated 06-10-2016 as amended by corrigendum PN 40/2015-2020 dated 25-10-2016.

  3. 3
Comply with Rules 11, 12, and 13 of the Hazardous Waste (Management and Transboundary Movement) Rules, 2016, together with Schedules III, VI, and VIII of those Rules. Valid Forms 2, 6, 7, and 9 must accompany the consignment, and the import is subject to Para 8(b) of the General Notes of the ITC (HS) import policy. Random radioactive-contamination checks follow the SOP annexed to DGFT Public Notice 37/2015-20 dated 15-11-2021.

A word of counsel

The most common error on this tariff line is procuring a PSIC outside the DGFT online portal — whether issued by a PSIA using legacy paper-based processes or generated before the importer's recognition was confirmed in the new module — and presenting it at the bill of entry expecting acceptance. Customs authorities are mandated to reject PSICs not traceable to DGFT's online system for transactions on or after 1 July 2022, resulting in consignment detention and accruing demurrage until a compliant PSIC is uploaded under document code 856001.
