Waste and scrap of beryllium, cadmium, germanium and related metals
HSN 8112 52 00 (Waste and scrap of minor metals under Heading 8112) is subject to a Restricted-import policy administered by the Directorate General of Foreign Trade (DGFT) under the ITC (HS) Import Policy, with clearance conditional on a Pre-Shipment Inspection Certificate and compliance with Para 2.54 and 2.55 of the Foreign Trade Procedure. Import of this waste is additionally subject to Rules 11, 12 and 13 of the Hazardous Waste (Management and Transboundary Movement) Rules, 2016.

- 1Obtain a Pre-Shipment Inspection Certificate (PSIC) generated through the DGFT online portal for the metal scrap consignment. All PSICs dated on or after 1 July 2022 must be generated through the DGFT website; PSICs not generated through the DGFT online system will not be accepted by Indian Customs. - 2Route the consignment through one of the specified ports or locations notified for metallic scrap clearance under Para 2.54 of the Handbook of Procedures. - 3Ensure compliance with Rules 11, 12 and 13 of the Hazardous Waste (Management and Transboundary Movement) Rules, 2016 and submit valid Forms 2, 6, 7 and 9 as required under Schedules III, VI and VIII of those Rules. The most common error on this tariff line is assuming a validly issued PSIC from the exporting country suffices when in fact only PSICs generated through the DGFT online system (from 1 July 2022 onwards) are accepted at Indian Customs. A paper-based or offline PSIC, even if duly signed by a recognised Pre-Shipment Inspection Agency, will be rejected at the port, triggering consignment detention and demurrage while a compliant PSIC is re-issued. Separately, the Hazardous Waste Rules documentation is an independent obligation that runs in parallel and cannot be waived by the PSIC.
