Other base metal scrap and waste (cadmium, indium, vanadium, gallium)
HSN 8112 49 00 (Other base metal waste and scrap) is subject to the Restricted-import policy administered by the Directorate General of Foreign Trade (DGFT) under the ITC (HS) Import Policy, with import permitted only at specified ports and locations under Para 2.54 of the Handbook of Procedures. A Pre-Shipment Inspection Certificate (PSIC) generated mandatorily through the DGFT online system is required for both shredded and non-shredded scrap, and waste consignments are additionally subject to the Hazardous Waste (Management and Transboundary Movement) Rules, 2016.

- 3Where the consignment constitutes waste, comply with Para 8(B) of the General Notes on Import Policy of the ITC (HS), and ensure Rules 11, 12 and 13 of the Hazardous Waste (Management and Transboundary Movement) Rules, 2016 are satisfied. The most common error on this tariff line is submitting a PSIC generated outside the DGFT online portal — particularly legacy certificates issued before 1 July 2022 or certificates generated by a PSIA through a non-DGFT system. Indian Customs authorities are instructed not to accept such certificates, and a non-conforming PSIC results in consignment detention at the specified port pending regularisation. For un-shredded scrap (HMS-I and HMS-II), the additional procedural requirements under DGFT Public Notice 38/2015-20 and corrigendum Public Notice 40/2015-20 apply separately from the general PSIC regime.
