Unwrought, waste, scrap and powders of minor metals
HSN 8112 41 30 (Powders of minor metals) is subject to the ITC (HS) Restricted-import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate and compliance with the conditions in Paragraphs 2.54 and 2.55 of the Foreign Trade Policy. Import of waste and scrap under this tariff line is additionally subject to Rules 11, 12 and 13 of the Hazardous Waste (Management and Transboundary Movement) Rules, 2016, and clearance is permitted only through specified ports and locations.

- 1Obtain a Pre-Shipment Inspection Certificate (PSIC) generated mandatorily through the DGFT online portal by a recognised Pre-Shipment Inspection Agency (PSIA). PSICs dated on or after 1 July 2022 not generated via the DGFT online system will not be accepted by Indian Customs. The most common error on this tariff line is presenting a PSIC that was generated outside the DGFT online portal after the 1 July 2022 mandatory-digitalisation cutover. Such certificates are rejected by Customs at the out-of-charge stage regardless of their substantive content, triggering consignment detention and demurrage. Separately, importers who overlook the Hazardous Waste Rules overlay — submitting only the PSIC without Forms 2, 6, 7 and 9 — face a second, independent ground for detention that is not cured by PSIC compliance.
