Unwrought gallium, indium, niobium or vanadium metal
HSN 8112 41 10 (Unwrought gallium, indium, niobium, and related minor metals) is subject to the ITC (HS) Restricted-import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate (PSIC) generated online through the DGFT portal. Where the consignment constitutes metal scrap or waste, additional compliance under Para 2.54 of the Handbook of Procedures and Rules 11, 12 and 13 of the Hazardous Waste (Management and Transboundary Movement) Rules, 2016 applies.

- 3Where the import constitutes waste or scrap, comply with Para 8(B) of the General Notes of the ITC (HS) Import Policy and Rules 11, 12 and 13 of the Hazardous Waste (Management and Transboundary Movement) Rules, 2016. The most common error on this tariff line is misreading the 'safe countries/regions' PSIC exemption as a general waiver: the exemption applies to scrap imports through specified ports only, and does not extend to unwrought metal under the primary Restricted-import classification. Importers who ship unwrought material without a DGFT-portal-generated PSIC — relying on a manually issued certificate or assuming the safe-country carve-out applies — face customs detention and Restricted-import enforcement at the bill-of-entry stage.
