Other beryllium, chromium, hafnium and related metal waste, scrap
HSN 8112 39 00 is subject to the ITC (HS) Restricted-import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate (PSIC) for metal scrap and compliance with Para 2.54 and 2.55 of the Foreign Trade Policy (FTP) Handbook of Procedures. Consignments classified as waste are additionally subject to Rules 11, 12 and 13 of the Hazardous Waste (Management and Transboundary Movement) Rules, 2016, and clearance is permitted only at specified ports and locations.

Consignments of scrap from safe countries or regions imported through specified ports are exempt from the PSIC requirement; consignments from all other origins require a PSIC for both shredded and non-shredded scrap. - 3Where the consignment constitutes waste, confirm compliance with Para 8(B) of the General Notes on Import Policy of the ITC (HS) and with Rules 11, 12 and 13 of the Hazardous Waste (Management and Transboundary Movement) Rules, 2016. The most common error on this tariff line is treating PSIC exemption for safe-country origins as a blanket waiver: the exemption applies only when the consignment enters through a designated specified port, and importers who re-route for logistical reasons lose the exemption retrospectively and face detention pending PSIC procurement. For un-shredded scrap (HMS-I and HMS-II), the separate procedural requirements under DGFT Public Notice 38/2015-20 and its corrigendum Public Notice 40/2015-20 govern the application process and must be satisfied in addition to the standard Para 2.54 conditions.
