Germanium, gallium, indium, vanadium waste and scrap
HSN 8112 31 20 (Waste and scrap of germanium, gallium, indium, vanadium and related minor metals) is subject to the Restricted-import policy administered by the Directorate General of Foreign Trade (DGFT) under the ITC (HS) Import Policy, with clearance permitted only at specified ports and locations per Para 2.54 and 2.55 of the Foreign Trade Procedure. A mandatory Pre-Shipment Inspection Certificate (PSIC) — generated online through the DGFT portal — and compliance with the Hazardous Waste (Management and Transboundary Movement) Rules, 2016 apply as binding clearance conditions.

- 1Obtain a PSIC generated mandatorily online through the DGFT website before shipment. PSICs dated on or after 1 July 2022 not generated through the DGFT online system will not be accepted by Indian Customs. Upload the PSIC in e-Sanchit under document code 856001 before filing the bill of entry. The most common error on this tariff line is assuming that PSIC exemption for safe-country/region exports is unconditional — the exemption applies only when the consignment arrives through a specified port; routing through a non-specified port reinstates the PSIC requirement and renders the consignment liable to detention regardless of origin. Additionally, the Hazardous Waste Rules overlay is independent of the DGFT Restricted-import condition: satisfying the PSIC and port requirements does not discharge the obligation to submit Forms 2, 6, 7 and 9 under the Hazardous Waste (Management and Transboundary Movement) Rules, 2016.
