    Route the consignment exclusively through specified ports and locations notified under Para 2.54 of the Handbook of Procedures (HBP).     Comply with Rules 11, 12 and 13 of the Hazardous Waste (Management and Transboundary Movement) Rules, 2016, including submission of valid Forms 2, 6, 7 and 9, and satisfy the conditions in Schedule III, VI and VIII of those Rules. The import must also satisfy Para 8(B) of the General Notes regarding the import policy of the ITC (HS).

The most common error on this tariff line is assuming that PSIC exemption for safe-country/region exports is unconditional — the exemption applies only when the consignment arrives through a specified port; routing through a non-specified port reinstates the PSIC requirement and renders the consignment liable to detention regardless of origin. Additionally, the Hazardous Waste Rules overlay is independent of the DGFT Restricted-import condition: satisfying the PSIC and port requirements does not discharge the obligation to submit Forms 2, 6, 7 and 9 under the Hazardous Waste (Management and Transboundary Movement) Rules, 2016.
