PSICs dated on or after 1 July 2022 not generated through the DGFT online system will not be accepted by Indian Customs. The most common error on this tariff line is assuming that PSIC exemption for safe-country/region exports is unconditional — the exemption applies only when the consignment arrives through a specified port; routing through a non-specified port reinstates the PSIC requirement and renders the consignment liable to detention regardless of origin. Additionally, the Hazardous Waste Rules overlay is independent of the DGFT Restricted-import condition: satisfying the PSIC and port requirements does not discharge the obligation to submit Forms 2, 6, 7 and 9 under the Hazardous Waste (Management and Transboundary Movement) Rules, 2016.
