Unwrought gallium, indium, niobium and related base metals
HSN 8112 31 10 (Unwrought gallium, indium, niobium and related base metals) is classified as Restricted under the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), and import is subject to the conditions in Para 2.54 and 2.55 of the Foreign Trade Policy and Handbook of Procedures. Pre-Shipment Inspection Certificates (PSICs) must be generated online through the DGFT portal and uploaded in e-Sanchit, with clearance confined to specified ports and locations.

- 2Route the consignment through a specified port or location notified under Para 2.54 of the Handbook of Procedures, and comply with the radioactive-contamination random-check SOP set out in the Annexure to DGFT Public Notice 37/2015-20 dated 15-11-2021. - 3Where the consignment constitutes waste, comply with Para 8(B) of the General Notes on Import Policy of the ITC (HS) and Rules 11, 12 and 13 of the Hazardous Waste (Management and Transboundary Movement) Rules, 2016. The most common error on this tariff line is misreading the safe-country PSIC exemption as a blanket waiver. The exemption applies only when the exporting country is on the notified safe-country list AND the consignment is imported through a DGFT-specified port; if either condition fails, a PSIC generated through the DGFT online system is mandatory. Consignments arriving at a specified port from a non-safe origin without an online-generated PSIC are detained pending regularisation, attracting demurrage and ground rent.
