Chromium, vanadium, cadmium and related minor-metal waste and scrap
HSN 8112 22 00 (Waste and scrap of chromium, vanadium, cadmium and related minor metals) is subject to the ITC (HS) Restricted-import policy administered by the Directorate General of Foreign Trade (DGFT), with import contingent on a mandatory Pre-Shipment Inspection Certificate (PSIC) and clearance only at specified ports and locations per Para 2.54 of the Handbook of Procedures. Import of this waste stream is additionally subject to compliance with Rules 11, 12 and 13 of the Hazardous Waste (Management and Transboundary Movement) Rules, 2016, with valid prescribed forms required at the bill of entry.

- 1Obtain a Pre-Shipment Inspection Certificate (PSIC) generated online through the DGFT website before shipment. All PSICs dated on or after 1 July 2022 must be generated through the DGFT online module; PSICs not so generated will not be accepted by Indian Customs. - 2Route the consignment only through specified ports and locations notified under Para 2.54 of the Handbook of Procedures. If importing from a safe country or region through a specified port, the PSIC requirement is waived; for all other origins both shredded and non-shredded scrap require the PSIC. - 3Confirm compliance with Rules 11, 12 and 13 of the Hazardous Waste (Management and Transboundary Movement) Rules, 2016, and submit valid Forms 2, 6, 7 and 9 along with the bill of entry. The safe-country PSIC waiver is the most frequently misapplied concession on this tariff line: it applies only when the consignment enters through a specified port, and it does not waive the radioactive-contamination SOP check or the Hazardous Waste Rules compliance obligations. Importers who rely on the waiver while routing through an unspecified port face simultaneous Restricted-import enforcement by DGFT and potential seizure under the Hazardous Waste Rules — two independent enforcement tracks with separate penalty consequences.
