A word of counsel

The most common error on this tariff line is shipping unshredded scrap (HMS-I and HMS-II categories) without first confirming the port-specific procedural conditions under Para 2.54 of the HBP as amended — the procedure for unshredded scrap is governed separately by DGFT PN 38/2015-2020 dated 06-10-2016 and corrigendum PN 40/2015-2020 dated 25-10-2016, and deviations from those procedures result in consignment detention at the port pending regularisation. A valid PSIC generated outside the DGFT online module, even if issued by an accredited agency, will be rejected at customs out-of-charge.
