If the export originates from a safe country or region and arrives through a specified port, the PSIC requirement is waived; confirm safe-country status against the list in DGFT Public Notice 64/2015-20 dated 19-02-2020 before shipment.

    Ensure compliance with Rules 11, 12 and 13 of the Hazardous Waste (Management and Transboundary Movement) Rules, 2016, and submit valid Forms 2, 6, 7 and 9 as required under Schedules III, VI and VIII of those Rules. Consignments arriving without the requisite hazardous-waste forms are liable to detention and refusal of out-of-charge.

The most frequent error on this tariff line is dispatching un-shredded scrap (HMS-I and HMS-II) without following the separate procedure under Para 2.54 of the HBP — importers often apply the general PSIC process and overlook the additional requirements for un-shredded material governed by DGFT Public Notice 38/2015-2020 dated 06-10-2016 and its corrigendum Public Notice 40/2015-2020 dated 25-10-2016.
