Waste and scrap of manganese base alloys
HSN 8111 00 20 (Waste and scrap of manganese base alloys) is subject to the ITC (HS) Restricted-import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate and compliance with the conditions in Para 2.54 of the Handbook of Procedures. Import is also subject to Rules 11, 12 and 13 of the Hazardous Waste (Management and Transboundary Movement) Rules, 2016, and clearance is permitted only at specified ports and locations.

The most frequent error on this tariff line is dispatching un-shredded scrap (HMS-I and HMS-II) without following the separate procedure under Para 2.54 of the HBP — importers often apply the general PSIC process and overlook the additional requirements for un-shredded material governed by DGFT Public Notice 38/2015-2020 dated 06-10-2016 and its corrigendum Public Notice 40/2015-2020 dated 25-10-2016. Radioactive-contamination random-checking under the SOP annexed to DGFT Public Notice 37/2015-20 dated 15-11-2021 is a port-level obligation that applies regardless of whether the origin is a safe country; a consignment that fails the radioactivity check is refused out-of-charge irrespective of PSIC validity.
