Waste and scrap
Antimony waste and scrap, restricted metal scrap
HSN 8110 20 00 (Antimony waste and scrap) carries a Restricted import status under the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate and compliance with Para 2.54 and 2.55 of the Foreign Trade Policy. Import is additionally subject to Rules 11, 12 and 13 of the Hazardous Waste (Management and Transboundary Movement) Rules, 2016, and clearance is permitted only at specified ports and locations.
- Pre-Shipment Inspection Certificate from PSIA
- Hazardous waste forms from MoEFCC
- Specified-port declaration to CBIC
- 1Obtain a Pre-Shipment Inspection Certificate (PSIC) generated online through the DGFT portal by a recognised Pre-Shipment Inspection Agency. All PSICs dated on or after 1 July 2022 must be generated through DGFT's online system; certificates not so generated will not be accepted by Indian Customs. Upload the PSIC in e-Sanchit under document code 856001 before filing the bill of entry.DGFT Trade Notice 03/2022-23 dated 26-04-2022 · Para 2.54 of HBP · DGFT PN 64/2015-20 dated 19-02-2020
- 2Ensure the consignment arrives at a specified port or location notified under Para 2.54 of the Handbook of Procedures. For imports from safe countries or regions through specified ports, the PSIC requirement is waived; for un-shredded scrap (HMS-I and HMS-II), follow the procedure under DGFT PN 38/2015-2020 and its corrigendum PN 40/2015-2020.DGFT PN 64/2015-20 dated 19-02-2020 · DGFT PN 46/2015-20 dated 14-01-2022 · DGFT PN 38/2015-2020 dated 06-10-2016 · Corrigendum PN 40/2015-2020 dated 25-10-2016
- 3Comply with Rules 11, 12 and 13 of the Hazardous Waste (Management and Transboundary Movement) Rules, 2016 and submit valid Forms 2, 6, 7 and 9 as specified in Schedules III, VI and VIII of those Rules. Also ensure compliance with Para 8(B) of the General Notes regarding import policy of ITC (HS) and submit to radioactive-contamination checking per the SOP in the Annexure to DGFT PN 37/2015-20 dated 15-11-2021.Hazardous Waste (Management and Transboundary Movement) Rules, 2016 · Para 8(B) General Notes ITC (HS) · DGFT PN 37/2015-20 dated 15-11-2021
The most common error on this tariff line is assuming that a PSIC from any inspection body — whether or not recognised as a PSIA on the DGFT portal — satisfies the mandatory online-generation requirement. A PSIC issued by an agency not registered in DGFT's online module, or one generated outside the portal on or after 1 July 2022, will be rejected at the bill of entry stage, triggering consignment detention and demurrage. Verify PSIA recognition status on the DGFT portal before placing the purchase order.
