Zirconium waste, scrap and other zirconium articles
HSN 8109 99 00 (Zirconium and articles thereof — other) is subject to the ITC (HS) Restricted-import policy administered by the Directorate General of Foreign Trade (DGFT), with clearance conditional on a Pre-Shipment Inspection Certificate (PSIC) and compliance with Para 2.54 and 2.55 of the Foreign Trade Procedure. Import of zirconium waste and scrap is additionally subject to Rules 11, 12 and 13 of the Hazardous Waste (Management and Transboundary Movement) Rules, 2016, and is permitted only at specified ports or locations.

- 1Obtain a Pre-Shipment Inspection Certificate from a DGFT-recognised Pre-Shipment Inspection Agency. All PSICs must be generated online through the DGFT website (effective 1 July 2022); PSICs dated on or after 1 July 2022 that were not generated via DGFT online systems will not be accepted by Indian Customs. - 2Route the consignment through a specified port or location notified under Para 2.54 of the Handbook of Procedures, and comply with the SOP for radioactive-contamination checking per the Annexure to DGFT Public Notice 37/2015-20 dated 15-11-2021. - 3Where the goods constitute waste or scrap, comply with Para 8(B) of the General Notes on Import Policy of the ITC (HS) and Rules 11, 12 and 13 of the Hazardous Waste (Management and Transboundary Movement) Rules, 2016. The most common error on this tariff line is importing un-shredded scrap (HMS-I and HMS-II) without following the specific DGFT procedure under Para 2.54 of the HBP, as amended by DGFT Public Notice 38/2015-20 and its corrigendum Public Notice 40/2015-20. Importers who treat un-shredded and shredded scrap as interchangeable under a single PSIC invite detention and referral to the proper officer for non-compliance; the radioactive-contamination SOP applies regardless of scrap form and must be documented before out-of-charge is granted.
