Zirconium waste, scrap and other zirconium articles
HSN 8109 39 00 (Other zirconium articles, waste and scrap) is subject to the ITC (HS) Restricted-import policy administered by the Directorate General of Foreign Trade (DGFT), with clearance conditional on a Pre-Shipment Inspection Certificate and compliance with Para 2.54 and 2.55 of the Foreign Trade Policy procedures. Where the goods constitute waste or scrap, Rules 11, 12 and 13 of the Hazardous Waste (Management and Transboundary Movement) Rules, 2016 apply as a concurrent statutory overlay.

- 1Obtain a Pre-Shipment Inspection Certificate (PSIC) generated through the DGFT online portal, mandatory for all metal scrap PSICs dated on or after 1 July 2022. - 2Route the consignment through one of the specified ports or locations notified under Para 2.54 of the Handbook of Procedures, and confirm the exporting country's status under the safe-country/region list. The most common error on this tariff line is assuming that the safe-country PSIC waiver is a blanket exemption: it applies only where the consignment arrives through a specified port, and is negated entirely for un-shredded scrap (HMS-I and HMS-II), which requires compliance with the additional procedure set out in DGFT Public Notice 38/2015-2020 dated 06-10-2016 and Corrigendum Public Notice 40/2015-2020 dated 25-10-2016. Importers who ship un-shredded scrap on the safe-country waiver alone face detention and potential confiscation at the port of entry.
