    Where the goods qualify as waste, ensure compliance with Rules 11, 12 and 13 of the Hazardous Waste (Management and Transboundary Movement) Rules, 2016 and submit valid Forms 2, 6, 7 and 9 as required under Schedules III, VI and VIII. Also verify that consignments are checked for radioactive contamination per the SOP in the Annexure to DGFT PN 37/2015-20 dated 15-11-2021.

The most common error on this tariff line is treating the entire heading as Free on the basis that the 8-digit descriptor reads 'Other', without checking whether the goods are zirconium powder — which is Restricted and requires a DGFT import licence. A consignment declared as 'other zirconium articles' but physically comprising powder is subject to seizure and Restricted-import prosecution regardless of the declared description.
