Zirconium waste, scrap and other unwrought forms
HSN 8109 29 00 (Zirconium and articles thereof — other) is governed by the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT); the tariff line is Free for most zirconium articles but Restricted for zirconium powder under DGFT Notification 54/2015-20 dated 09-02-2022. Where the goods constitute metal scrap, a Pre-Shipment Inspection Certificate (PSIC) is mandatory under DGFT Public Notice 64/2015-20, and waste imports are additionally subject to the Hazardous Waste (Management and Transboundary Movement) Rules, 2016.

- 2Where the goods constitute metal scrap, obtain a PSIC generated online through the DGFT website by a recognised Pre-Shipment Inspection Agency (PSIA) and upload it in e-Sanchit under document code 856001 before out-of-charge. PSICs dated on or after 1 July 2022 not generated via the DGFT online system will not be accepted by Indian Customs. - 3Where the goods qualify as waste, ensure compliance with Rules 11, 12 and 13 of the Hazardous Waste (Management and Transboundary Movement) Rules, 2016 and submit valid Forms 2, 6, 7 and 9 as required under Schedules III, VI and VIII. The most common error on this tariff line is treating the entire heading as Free on the basis that the 8-digit descriptor reads 'Other', without checking whether the goods are zirconium powder — which is Restricted and requires a DGFT import licence. A consignment declared as 'other zirconium articles' but physically comprising powder is subject to seizure and Restricted-import prosecution regardless of the declared description. Pre-classification laboratory analysis before shipment, with documentary evidence retained for post-clearance audit, is the only reliable safeguard.
