Titanium waste and scrap (restricted metal scrap)
HSN 8108 30 00 (Titanium waste and scrap) is subject to the ITC (HS) Restricted-import policy administered by the Directorate General of Foreign Trade (DGFT), with mandatory Pre-Shipment Inspection Certificate (PSIC) requirements and clearance limited to specified ports under Para 2.54 of the Handbook of Procedures. Import of waste is additionally subject to compliance with Rules 11, 12 and 13 of the Hazardous Waste (Management and Transboundary Movement) Rules, 2016.

- 1Obtain a Pre-Shipment Inspection Certificate (PSIC) from a DGFT-recognised Pre-Shipment Inspection Agency (PSIA) before dispatch. All PSICs must be generated online through the DGFT website; PSICs dated on or after 1 July 2022 that are not generated through DGFT online systems will not be accepted by Indian Customs. - 2Route the consignment through a specified port or location notified under Para 2.54 of the Handbook of Procedures. The most persistent error on this tariff line is assuming the safe-country PSIC exemption is unconditional. The exemption applies only when the consignment arrives through a DGFT-specified port; arrival at a non-specified port reinstates the PSIC requirement regardless of the exporting country's safe-country status, and consignments without a valid online-generated PSIC are detained at the port of import. For un-shredded scrap (HMS-I and HMS-II), the separate procedure under DGFT Public Notice 38/2015-20, as corrected by Public Notice 40/2015-20, must also be satisfied independently of the standard PSIC regime.
