  1. 1
Obtain a Pre-Shipment Inspection Certificate from a DGFT-recognised Pre-Shipment Inspection Agency. All PSICs dated on or after 1 July 2022 must be generated online through the DGFT website; PSICs not generated through the DGFT online system will not be accepted by Indian Customs. For un-shredded scrap (HMS-I and HMS-II), additionally follow the procedure under DGFT PN 38/2015-2020 dated 06-10-2016 and corrigendum DGFT PN 40/2015-2020 dated 25-10-2016.

A word of counsel

The most common error on this tariff line is assuming the PSIC exemption for imports from safe countries/regions applies regardless of port of entry — the exemption from PSIC is conditional on the consignment arriving through a specified port; imports from safe countries through non-specified ports do not attract the PSIC exemption and remain subject to full Restricted-import enforcement. Additionally, the Hazardous Waste Forms 2, 6, 7 and 9 are independent of the PSIC requirement; a current PSIC does not discharge the hazardous-waste transboundary movement documentation obligation under Rules 11, 12 and 13.

Frequently asked
Does HSN 8106 90 10 require BIS certification?
No, waste and scrap of bismuth and bismuth alloys is not within the BIS Quality Control Order regime. Import is governed by the ITC (HS) Restricted import policy administered by the Directorate General of Foreign Trade, with a mandatory PSIC, specified-port restriction, and Hazardous Waste Rules compliance overlay.
Are PSICs still accepted if generated outside the DGFT online system after 1 July 2022?
No. Per DGFT Trade Notice 03/2022-23 dated 26-04-2022, all PSICs dated on or after 1 July 2022 must be generated online through the DGFT website; PSICs not generated through the DGFT online system may be rejected by Indian Customs at the bill of entry stage, resulting in consignment detention.
Is the PSIC requirement waived for imports from safe countries?
The PSIC is not required for imports from safe countries or regions, but only when the consignment arrives through a specified port; this carve-out does not apply if the consignment is routed through a non-specified port, per DGFT PN 64/2015-20 and DGFT PN 46/2015-20.
