Waste and scrap of bismuth and bismuth alloys
HSN 8106 90 10 (Waste and scrap of bismuth and bismuth alloys) is subject to the ITC (HS) Restricted-import policy administered by the Directorate General of Foreign Trade (DGFT), with clearance permitted only at specified ports and subject to conditions under Para 2.54 of the Handbook of Procedures. A mandatory Pre-Shipment Inspection Certificate (PSIC) generated through the DGFT online system applies for scrap from non-safe countries, alongside compliance with the Hazardous Waste (Management and Transboundary Movement) Rules, 2016.

The most common error on this tariff line is assuming the PSIC exemption for imports from safe countries/regions applies regardless of port of entry — the exemption from PSIC is conditional on the consignment arriving through a specified port; imports from safe countries through non-specified ports do not attract the PSIC exemption and remain subject to full Restricted-import enforcement. Additionally, the Hazardous Waste Forms 2, 6, 7 and 9 are independent of the PSIC requirement; a current PSIC does not discharge the hazardous-waste transboundary movement documentation obligation under Rules 11, 12 and 13.
