High-purity bismuth articles, waste and scrap
HSN 8106 10 90 (Other articles of bismuth containing more than 99.99% bismuth by weight) is classified as Restricted under the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT). Import of metal scrap under this tariff line requires a Pre-Shipment Inspection Certificate generated through the DGFT online portal, and clearance is permitted only at specified ports subject to the conditions in Para 2.54 of the Handbook of Procedures.

- 3Where the consignment constitutes waste or scrap, comply with Rules 11, 12 and 13 of the Hazardous Waste (Management and Transboundary Movement) Rules, 2016 and submit valid Forms 2, 6, 7 and 9 as required under Schedules III, VI and VIII. The most common error on this tariff line is submitting a PSIC generated outside the DGFT online portal — a manual or exporter-issued certificate, however authenticated, is rejected by Indian Customs for consignments shipped on or after 1 July 2022. When the importer also intends to claim the safe-country PSIC exemption, the exemption is port-specific: it applies only if the consignment arrives at a notified specified port; arrival at any other port reactivates the PSIC requirement and exposes the consignment to detention pending retrospective compliance.
