High-purity bismuth articles (over 99.99% bismuth by weight)
HSN 8106 10 20 (Article of bismuth) is subject to a Restricted import policy administered by the Directorate General of Foreign Trade (DGFT) under the ITC (HS) Import Policy, requiring a Pre-Shipment Inspection Certificate (PSIC) generated through the DGFT online system. Clearance is permitted only at specified ports or locations under Para 2.54 and 2.55 of the Foreign Trade Policy, and waste or scrap articles must additionally comply with Rules 11, 12 and 13 of the Hazardous Waste (Management and Transboundary Movement) Rules, 2016.

- 1Obtain a Pre-Shipment Inspection Certificate (PSIC) for the bismuth article or scrap consignment from a recognised Pre-Shipment Inspection Agency (PSIA), generated mandatorily through the DGFT online system with effect from 1 July 2022. PSICs dated on or after 1 July 2022 that are not generated via the DGFT online portal will not be accepted by Indian Customs. The most frequent error on this tariff line is submitting a PSIC that was not generated through the DGFT online portal after 1 July 2022 — such certificates are rejected by Indian Customs regardless of the certifying agency's accreditation status, resulting in consignment detention at port with demurrage accruing until a compliant PSIC is produced. Importers should also note that the safe-country PSIC exemption is port-conditional: arriving at a non-specified port re-activates the PSIC requirement even for safe-country origins.
