Bismuth, unwrought
Unwrought bismuth of high purity (more than 99.99% bismuth)
HSN 8106 10 10 (Bismuth, unwrought) is subject to the Restricted-import policy administered by the Directorate General of Foreign Trade (DGFT) under the ITC (HS) Import Policy, requiring a Pre-Shipment Inspection Certificate (PSIC) generated through the DGFT online system. Import is also subject to compliance with Para 2.54 and 2.55 of the Foreign Trade Policy Handbook of Procedures, including designated-port restrictions and radioactive-contamination screening.
- Pre-Shipment Inspection Certificate from PSIA
- Radioactive contamination clearance from PSIA
- ITC (HS) policy compliance from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate from a DGFT-recognised Pre-Shipment Inspection Agency (PSIA) and ensure it is generated online through the DGFT website. PSICs dated on or after 1 July 2022 not generated through the DGFT online system will not be accepted by Indian Customs. Upload the PSIC in e-Sanchit under document code 856001 before filing the bill of entry.DGFT Trade Notice 03/2022-23 dated 26-04-2022 · Para 2.54 of HBP
- 2Route the consignment through a specified port or location as notified under Para 2.54 of the Handbook of Procedures, and ensure the consignment is subject to the SOP for random radioactive-contamination checking of imported metal scrap consignments.DGFT Public Notice 37/2015-20 dated 15-11-2021 · DGFT Public Notice 64/2015-20 dated 19-02-2020 · DGFT Public Notice 46/2015-20 dated 14-01-2022
- 3Where the import covers waste or scrap fractions, confirm compliance with Para 8(B) of the General Notes regarding Import Policy of the ITC (HS) and Rules 11, 12 and 13 of the Hazardous Waste (Management and Transboundary Movement) Rules, 2016, including valid Forms 2, 6, 7 and 9 and the relevant Schedules III, VI and VIII.Para 8(B) of General Notes to ITC (HS) Import Policy · Rules 11, 12 and 13 of the Hazardous Waste (Management and Transboundary Movement) Rules, 2016
The most frequent error on this tariff line is presenting a PSIC generated outside the DGFT online portal — a practice that was valid before 1 July 2022 but now results in the document being rejected outright at the bill-of-entry stage, causing consignment detention and demurrage. Separately, importers occasionally treat the safe-country PSIC exemption as a blanket waiver: that exemption applies only when the consignment arrives through a specified port; diversion to a non-specified port reinstates the PSIC requirement regardless of the origin country's safe-country status.
