Magnesium powder is a flammable solid and may attract scrutiny from the Petroleum and Explosives Safety Organisation under dangerous goods rules independent of the tariff classification — this is a transport and storage obligation, not a pre-import clearance, but it affects inland handling. Re-classification by customs from powders to raspings, turnings, or granules within the same subheading, or to unwrought magnesium under a different heading, triggers retrospective compliance review.
